Dates, times, and locations
  • The Annual Session will begin at 9 AM on Saturday, April 30 and end at 5 PM on Sunday, May 1.
    • Location: Maryland State House, 100 State Circle, Annapolis, MD 21401 (Google Maps)

  • On Saturday, April 30 at 8 PM, we will hold our Annual Gala in downtown Annapolis.
    • Location: Graduate Hotel, 126 West Street, Annapolis, MD 21401 (Google Maps)
    • Faculty and staff members are welcome and encouraged to attend.
  • A pre-session Leadership Training Institute will be held at 12 noon on Saturday, April 9.
    • Location: Elkridge Library, 6540 Washington Blvd, Elkridge, MD 21075 (Google Maps)
    • A live stream will be available for those unable to attend in person, but in-person attendance is strongly encouraged.
    • Faculty and staff members are welcome and encouraged to attend.

Cost

  • The fee to attend the Annual Session is $40 per student. There is no additional fee to attend the Gala or the Leadership Training Institute.
    • Members/delegations are responsible for their own travel, lodging, and food.
    • Dinner will be provided at the gala on Saturday evening.

Registration

  • To register, each delegation must send a roster listing each student who will attend to the Secretary of State at secstate@msl.org no later than April 15.
    • Rosters are in .xls or .xlsx format. A sample roster is attached to this email.
    • The individual who submits the roster will receive an emailed invoice for the total cost of registering all attendees. Payment can be made by check or PayPal.
    • If you need invoices to be sent separately to individual members, or need any help paying for your attendees, please email info@msl.org and let us know.

Submitting bills

  • Bills must be emailed to the Attorney General at ag@msl.org no later than April 15.
    • Students are encouraged to submit bills to be considered at the Annual Session.
    • We will also include bills selected by leadership to ensure that there is enough legislation for two full days (typically we don’t do this, but because it is our first event in two years and many members are new, we will be taking this step).
    • Students may write their own original bills or submit bills from previous years of MSL, or bills from the Maryland General Assembly.

    • I’ve attached two bills, an Act and a Resolution, to this email for your to review as examples.
    • Bills must be submitted in .doc or .docx format.

Running for office

  • An election will be held on Sunday during the Annual Session to determine the 2022-23 Council of State.
    • The Council of State consists of six members elected by their peers to run the organization for the next year.
    • The positions are Governor, Lieutenant Governor, Attorney General, Secretary of State, Speaker of the Assembly, and Comptroller.
    • Students will be able to declare their candidacies at the Annual Session and will have the opportunity to address their fellow delegates before voting is held.
